Marking the eastern gateway to the city centre, this area includes Queens Retail Park and boasts a very prominent frontage to the key arterial route into Preston city centre from the south and east. The remainder of the site is now cleared and, alongside Queens Retail Park which is mostly vacant, is awaiting redevelopment. Horrocks Quarter sits within the city centre boundary and whilst currently separated from the heart of Preston city centre will, when redeveloped, have a much stronger pedestrian linkage to the main retail and commercial areas.
The City Centre plan supports the redevelopment of the site for a food store and complementary commercial uses, together with housing. Planning permission is also in place for these uses. Improvements to pedestrian linkage and the public realm will regenerate and better integrate this area with Church Street and Preston city centre as a whole.
The Horrocks Quarter sits on the eastern fringe of the city centre. Currently underutilised it has been identified as a prime development site with opportunities to provide a range of modern affordable apartments and houses within walking distance of the heart of the city.
Much of the current on site development consists of large format retail units with the vision for the area to include transformation to the frontage of the site, improve activity at ground floor level and significant improvement to the public realm enhancing accessibility to the area to and from the rest of the city centre. In addition to recent investment in a food store an element of housing could integrate the area with the rest of the city centre and the inner east area offering the potential for affordable new houses and apartments to be set back from the road, at lower density to the core of Preston. It could also accommodate specialist housing for older people, given the accessibility of the area to local services.
